It is the teaching and
learning materials that you can freely use and reuse  without any permission. It may be textbooks, reading
material, multi-media files exams and test banks, online courses, syllabus and
lesson plans, and even software
So When was it launched?
NROER was launched on 13 August
2013 in New Delhi in collaboration with the Department of School Education and
Literacy, MHD. It is developed by CIET, NCERT

Primary, Secondary and Senior Secondary classes. Resources are available in
different formats like Video, Image, Audio, Document and Interactive.
